It’s not uncommon for tuition rates at universities and colleges to fluctuate in price from year-to-year. But this year, at West Virginia’s colleges and universities, the average tuition increase is the lowest for the state in almost a decade.

All but one of West Virginia's public community and technical colleges are planning to increase tuition and fees for associate's degrees.

West Virginia Higher Education Policy Commission official Matt Turner tells The Charleston Gazette-Mail that the Community and Technical College System presumes the colleges have already approved the average increase of 2.6 percent. CTSC data shows the average yearly cost will increase to $4,040 next academic year.

The average cost of tuition at West Virginia's public universities and colleges has doubled in the past 15 years, according to a new report.

The West Virginia Center on Budget Policy released a report Monday showing average tuition has increased by about $4,200 a year at the state's four-year colleges and universities since 2002, media outlets said.

Marshall University’s Board of Governors was presented with a $116 million balanced budget Wednesday that included a tuition increase.

A tuition increase isn’t uncommon in the state’s higher education system today. Many of the states four year institutions are looking to tuition increases, at least in part, to make up for state budget cuts. Marshall University’s Board of Governors approved an increase of between 3 to 4% for students Wednesday. The increase is less than the 5% threshold that requires the approval from the Higher Education Policy Commission.

Marshall University is simplifying its tuition and fee structure.

The university Board of Governors on announced the move Wednesday.

Chief Financial Officer Mary Ellen Heuton says Marshall will eliminate all off-campus and regional campus fees and most fees for courses and labs. Instead, fees will be based on their specific degree programs.

The Charleston Gazette reports that the board approved the increases Thursday, sending the proposed hikes to the state Higher Education Policy Commission for final approval.

Students at Fairmont State University will pay higher tuition and fees for the 2015-2016 academic year.

In-state undergraduate students will pay an additional $157 per semester. Tuition for non-resident undergraduate students will increase by $332 per semester.

Graduate tuition will increase by $170 per semester for in-state students and $351 per semester for non-resident studen

In-state students at Shepherd University will pay higher tuition for the 2015-2016 academic year.

But out-of-state student tuition will remain at the current level.

Shepherd's board of governors approved a 3.96 in-state tuition increase for undergraduates last week. Undergraduate in-state tuition will increase from $3,285 to $3,415 per semester. Out-of-state undergraduate tuition will remain at $8,314 per semester. Board members also approved a 2.19 percent average increase in room rates, and a 1.97 average increase in meal plans.

 The West Virginia Higher Education Policy Commission is considering tuition and fee increases proposed by public universities and colleges across the state.

Commission members are scheduled to vote on the increases at their meeting Monday in Charleston.

The commission's staff says public universities and colleges face a 2.6 percent reduction in state appropriations for the fiscal year that begins July 1 as costs increase.
