Cabell County is often thought of as ground zero for the opioid epidemic in West Virginia, but the county is working to expand its substance abuse services. The Cabell-Huntington Health Department began a needle exchange program in the fall to prevent the spread of diseases like Hepatitis and HIV linked to drug use and now is offering a course teaching community members how to administer Naloxone.
