Martinsburg-based EastRidge Health Systems wants to open the facility in a former car dealership. It would serve men with substance abuse and mental health issues.
EastRidge special projects developer Thomas Kimm says a zoning ordinance exception must be secured to operate the facility.

Martinsburg-Berkeley County Convention & Visitors Bureau executive director Laura Gassler says her office across the street from the dealership also would be forced to move.
