Democratic gubernatorial candidate Jim Justice is the leading mine safety delinquent in the nation - and he hasn't been paying his fines, according to an NPR investigation.
Justice owes $15 million in mine safety fines to six states. His mines also have a history of not paying county taxes.
In collaboration with NPR, West Virginia Public Broadcasting created a timeline documenting Justice's financial actions since 2011.
