A West Virginia lottery official says more casinos are working to start offering sports betting.

Lottery Deputy Director Doug Buffington told Lottery Commission members Tuesday that the Mountaineer Casino, Racetrack and Resort in Chester has paid the $100,000 annual licensing fee.

West Virginia's lottery commission has set its rules for sports betting in the state, and its director says the goal is to have sports wagering underway by football season.

The rules were approved at an emergency meeting Thursday, media outlets reported. West Virginia Lottery Director Alan Larrick said the rules give the state's five casinos plenty of time to become familiar with the regulations.

A Powerball ticket sold in northern West Virginia is worth $1 million from the latest drawing.

The West Virginia Lottery says on its website that a ticket sold at a convenience store in Shinnston matched the first five numbers in Saturday's drawing. The winner had not claimed the ticket as of Monday.

The West Virginia Lottery finished the just-completed budget year with gross revenues that were down more than 2 percent from the previous year.

Citing a monthly revenue report by the state Lottery Commission, the Charleston Gazette-Mail reports that most of the overall revenue decline was from video lottery at the state's four racetrack casinos.

The state’s budget is always the final bill approved by lawmakers before they end their legislative work for the year. But even though that vote won’t come until the end of March, members of the House Finance Committee are already looking for ways to deal with declining revenues. The most recent Powerball drawing produced five $50,000 winners in West Virginia.

State lottery officials say those tickets were sold in Wheeling, St. Albans, Spencer, Kenova and Wellsburg. Nearly 104,000 tickets sold in West Virginia won a prize of some sort in Saturday's drawing.

West Virginia Lottery revenues are declining, primarily from competition from casinos in neighboring states.

The Charleston Gazette-Mail reports that the Lottery Commission's acting director, John Myers, said Friday revenues are shrinking at a steady rate of about 4 percent.

For November, the Lottery had gross revenue of more than $87 million, down approximately $2.7 million from November 2014.

After initially defending a decision to award a more than seven and a half million dollar West Virginia Lottery building renovation project to a contractor that didn't submit the lowest bid, state officials now say they made serious errors.

The Charleston Gazette-Mail reports that a lawyer for the Lottery Commission recently told the West Virginia Supreme Court the documents state officials had released for the construction companies were flawed and had been confusing.

West Virginia Lottery officials say "casino night" fundraisers conducted by charitable organizations are illegal.

But the Lottery doesn't have any prosecutorial authority in such cases. Lottery director John Musgrave says county prosecutors have shown little interest in pursuing charges against members of local charitable organizations.

West Virginia Lottery revenue is down from the previous fiscal year, despite an 8 increase in March.

A report to the Lottery Commission shows lottery revenue totaled about $871 million for the first nine months of the 2014-2015 fiscal year. That's down $39.5 million from the same point in the 2013-2014 fiscal year.

Seven video lottery establishments posing as fraternal lodges have been fined by the West Virginia Lottery Commission.

Three establishments must each pay a $1,000 fine. The others were each fined $500.

An audit of West Virginia's casinos says each facility's financial condition is sound, despite revenue losses.

The audit by Charleston accounting firm Gibbons and Kawash says the casinos' total revenue dropped by more than $140 million between the 2012 and 2013 fiscal years. It cites competition from casinos in Maryland, Ohio and Pennsylvania.
